Mr. Lazarus received his law degree from McGill University in Montreal, Quebec, Canada, in 1965, was admitted to the Quebec Bar of the Province of Quebec on January 16th, 1967, and founded the law firm of LAZARUS, CHARBONNEAU, where he has practiced law since 1967. He is a Governor of the Bar of the Province of Quebec.

He has been a practicing gaming Attorney for the past twenty-five (25) years and has acted as legal counsel to numerous casino properties and multi-national gaming companies located in Canada, Aruba, Puerto Rico, Bahamas, Atlantic City, New Jersey and Las Vegas, Nevada, as well as acting as legal counsel to a number of online marquée gaming companies, both public and private, in the I-gaming industry for a period in excess of fifteen (15) years and to First Nations Gaming Groups.

Mr. Lazarus is the only Canadian gaming lawyer to have been appointed a member of the Board of Trustees of the International Association of Gaming Attorneys (“I.A.G.A.”), based in Las Vegas, Nevada, in September of 1993, was named “General Counsel” of IAGA in November, 2001, and President of “IAGA” in 2004 – 2005. He occupied the position of past President of “IAGA”, effective October 31st, 2005, for a period of three (3) years.

He is a member in good standing of the International Masters of Gaming Law (“IMGL”).

He was appointed on September 30th, 2004 as “Chair” of the “Gaming Law Committee” of the “American Bar Association” (“ABA”).

He was named by Chambers Law List (UK) as one of the top hundred (100) Gaming Attorneys in the world (2011 – 2014) and by UK Corporate International as one of the fifty (50) best lawyers in Canada (2014).
